Construction Linked Payment Plan: How CLP Works for Flat Buyers
Quick answer
A construction linked payment plan (CLP) splits the price of an under-construction flat into instalments that fall due only when the builder completes set stages, such as foundation, each floor slab, brickwork, finishing and possession. You pay as the building rises, and your home loan is disbursed the same way. RERA caps the advance at 10% before a registered agreement for sale.

What is a construction linked payment plan?
A construction linked payment plan ties your payments to physical progress on site. Instead of paying most of the price on booking, you pay a booking amount, sign the agreement for sale, and then pay the balance in parts as construction milestones are reached. Each demand letter from the builder should state which stage has been completed. For many first-time buyers, a construction linked payment plan is the most balanced option because money and progress move together.

The table below is a generic example to explain the idea. It is not the Sorrel Heights payment plan — ask the team for the current plan on price list & payment plan.
| Stage | Share of cost (example) |
|---|---|
| Booking (before agreement) | Up to 10% |
| On agreement for sale / start of work | 10–15% |
| Foundation and basement/stilt | 10% |
| Floor slabs (split across floors) | 30–40% |
| Brickwork, plaster, flooring | 10–15% |
| On offer of possession | Balance + extras, stamp duty and registration |
How the home loan works with CLP
Once your loan is sanctioned, the bank pays the builder directly against each demand, often after checking progress. You pay your own contribution first in many cases, then the bank's share. During construction you pay interest only on the amount disbursed (pre-EMI) or start full EMIs on it — see pre EMI vs full EMI. For example, if ₹20 lakh has been disbursed at an illustrative 8.5% p.a., pre-EMI is about ₹14,167 a month; a full 20-year EMI on the same amount is about ₹17,356.
CLP vs other payment plans
| Plan | How it works | Suits |
|---|---|---|
| Construction linked | Pay by stages of progress | Most buyers; lower risk |
| Down payment plan | Pay a large share upfront, often for a lower price | Buyers with savings who trust the builder |
| Time linked | Pay on fixed dates regardless of progress | Rarely ideal; check progress closely |
| Possession linked | Small upfront, most at possession | Buyers who need time; price may be higher |

RERA safeguards that support CLP
- A promoter cannot take more than 10% of the cost as an advance or application fee before a registered agreement for sale.
- Promoters must keep 70% of amounts collected from buyers in a separate bank account, to be used for that project's construction and land cost, with withdrawals certified by an engineer, architect and chartered accountant.
- Promoters must update project progress on the RERA website, so you can match demand letters with reported status. Verify on the UP RERA portal and read how to verify a UP RERA project.
Checks before you pay each demand
- Visit the site or ask for dated photos of the stage mentioned.
- Match the demand with the schedule in your agreement for sale.
- Pay only by cheque or bank transfer in the company's name and collect a receipt.
- Tell your bank early so disbursement happens on time and you avoid late-payment interest.
- Keep a simple spreadsheet of stages, amounts, dates and receipts.
Pros and cons
- Pros: payments follow real progress; your cash outflow is spread over time; bank checks add a layer of scrutiny.
- Cons: the price may be higher than a down payment plan; if you are also paying rent, pre-EMI plus rent can be heavy; final dues and taxes bunch up at possession.
Budget for stamp duty and registration separately — at Sorrel Heights they are payable at the offer of possession. See total cost of buying a flat.
